    航天裝備在役考核的性質(zhì)和階段決定了對其分析評估的側重點(diǎn)與裝備研制和驗證階段是不同的,需要將裝備置于完整的作戰/保障的體系之下,注重全面、多維度的指標考核,評估的關(guān)鍵問(wèn)題是“航天裝備是否能夠有效形成和保持既定的作戰使用能力,是否滿(mǎn)足服役要求”;聚焦于航天裝備領(lǐng)域,通過(guò)深入分析、梳理在役考核階段綜合評估的評估重點(diǎn),明確評估對象和層級;對主流通用評估方法進(jìn)行了研究,在對多種評估方法優(yōu)缺點(diǎn)的綜合比對分析之下,采用“層次分析法與灰度關(guān)聯(lián)聚類(lèi)法有機融合”的關(guān)鍵技術(shù)和方法,提出改良的層次灰色評估方法,突破了傳統層次分析法計算冗余,灰度聚類(lèi)法主觀(guān)性強等缺點(diǎn);實(shí)現航天裝備在役考核分析評估算法模型的構建與應用。

    Abstract:

    The special character of in-service inspection (ISI) period means the focus of its analysis and evaluation is different from that of equipment developing and validating periods. More thorough multi-dimensional indicator system should be considered due to that equipment is under the overall fight-support system. Meanwhile, the target of evaluation is assessing whether the equipment is capable of forming and maintaining vested ability of application, which satisfies the needs of in-service condition. Focusing on the space equipment field, evaluating objects and hierarchal structure are determined by analyzing the evaluating emphasis of certain ISI period. Modified grey analytic hierarchy process is presented through comprehensive fusion of analytic hierarchy process and grey relationship analysis based on overall comparison of multiple algorisms and methods. The shortages of redundant calculation and strong subjectivity of AHP and GRA respective are avoided and overcome. The overall evaluation model is constructed and applied, which realize the comprehensive evaluation of ISI period of space equipment.
